From an engineering perspective, the most useful thing would be a small test project that reproduces the failure along with info on what prior release produced superior results. Exports showing the difference between releases would be great. Often times, the devil can be in the details so getting to a clarified simple repro case would be the clearest way to get any potential bug logged and prioritized.

On my macs, one and two finger gestures take care of this functionality in Pr and AE...and modifiers expand my options... but I realize I may be missing some details...
Is this mostly for PC workflows?
In AE, you can hold down the space bar to make the hand tool active. Is that less desirable than pressing the scroll wheel?
If it were possible to hold down the space bar in Pr to make the hand tool active, would that deliver what you're asking for?
What am I missing?

I searched online to find this issue as I've recently come across a similar issue. (I work at Adobe). In your case, can you remember if you were working with an undocked Project Panel? I've seen cases where this can cause the issue you have described. I've got a couple temporary workarounds that you can try while we dig deeper into a full solution. Re-docking to Project Panel - then undocking again can help. Also, launching Pr before you open the Project should also help. Please LMK if these workarounds help. Thanks!

Hello everyone, This is still an area where we’d like to make some improvements and we do realize this is a long standing request. Thanks for your patience. As noted, it is currently possible in the Effects Control Panel to drag the playhead or a keyframe to the edit point and this shows the first frame of the next clip in the Program Monitor. One of the core requests I'm readying here is to not allow the user to scrub or drag a keyframe past the beginning of the last frame of a clip when using the Effects Control Panel. (Of course this is assuming that Pin to Clip is enabled or the clip is not trimmed) I understand the core issues, desired workflow and fully understand the request. Question: If this behavior was changed as requested, can you think of cases where a user may want to set a keyframe or drag a keyframe to the actual edit point? This has been a very common workflow and some might consider this to be standard practice in many applications? Do you disagree? Can you think of some scenarios where you may prefer the current behavior and would be disrupted if you could not drag a keyframe to the edit point, for example? I do understand that users could still access the edit point using a keyboard shortcut and disabling Pin to Clip is another way to work around these potential snags. I just want to make sure that we minimize undesirable effects for the users that may prefer the existing behavior. Thanks for the feedback.

A bit more info from Jarle Leirpol "By default, you will see only the default template location in the UI, named Local Templates Folder, with a checkbox. In Premiere Pro 13.0 (October 2018 version), you can add more local folders. These can be used in addition to the default Local Templates Folder in the drop-down menu. You no longer need to save templates to the rather strangely located Local Templates Folder, and I find this very helpful. From the Essential Graphics panel menu, you can choose Manage Additional Folders to add paths. You can select which additional folders the panel should show MOGRTs from. Click the Add button to add a folder. Select a folder and click Remove to remove it from the list. From the Manage Additional Folders dialog box, you can add (and delete) multiple folder paths, give the folder paths custom names, and so on. Clicking OK will add all custom paths to the Browse panel as a drop-down menu next to the Local filter option. The added folders will be available in the drop-down menu in the Browse panel. These will provide the ability for additional organization and sorting."

Can you elaborate a bit more on how you'd like this to work. Are you referring specifically to ripple edits? Have you noticed that we do have a trim option that will trim the clip under the playhead and will not ripple the track?

Hi Stan,
If you can won't miss the Paste to Atributes default keyboard shortcut too much, that one probably makes the most sense to change for Paste to Targe Track.
I set CMD + SHIFT + OPT + V for paste insert to same track.... 4 keys! but not one that I use that often.

Thanks for the information.
This does seem like these problems could be pointing towards the Quadro driver. The driver error that you have seen is definitely a very serious issue.
I would think the driver may have been updated or changed with your Windows update which would make sense.
When you have spoken with Nvidia support, have you tried any older drivers by chance?
This is the first thing I would try if I were in your shoes.

Happy to lend a hand here. Sorry to hear that you're experiencing some issues.
I have a few questions for you.
As I understand it, this issue occured after updating Windows using an older version of Premiere Pro? Premiere 2019?
Is Premiere crashing? What happens when Premiere shuts down? Does the Adobe Crash Report Dialog pop up?
If you change your GPU settings to software only (Project Settings) does this help? Trying this may help us determine if this is driver related. Sounds like it could be.
